This generally works in word processing programs, and applications that are designed to produce or publish content. The use of arrow keys to navigate ones way across the screen might seem tedious. Instead of this, you could make use of the spacebar by tapping on it on a web page in order to allow one scroll down more quickly; while holding the Shift key while tapping on the spacebar would enable one move up.
